Content

Hong Kong is currently faced with three major challenges: a global economic crisis characterised as the worst since the Great Depression of the 1930s; climate change that poses serious risks to the well-being of humankind; and local environmental degradation that threatens to dissipate the community’s effort in pursuit for a better quality of life. We cannot afford to deal with them one by one. We need a smart solution to deal with them, all at once – a Green New Deal.

There are many facets to a Green New Deal: to tackle pollution, reduce waste, better plan the city, upgrade building stocks, build sustainable infrastructure, shift to green transport, revolutionise energy policy and decarbonise the economy. Each of them will benefit from public investments and innovative policies, and create green jobs and business opportunities.

According to the UN Environment Programme, developed countries should invest 1% of GDP for the next 2 years in a Global Green New Deal. In Hong Kong, it has been suggested that an investment of $35.8 billion in green economy can generate over 87,000 new green jobs. How can professionals – engineers, architects, planner, surveyors, accountants and lawyers benefit from all these? What can we do to make it work for the best of Hong Kong?

Who should attend ?

Professionals including engineers, architects, planners, surveyors, accountants and lawyers who are interested in new business opportunities, or in ways to sharpen their skills to prepare for the future.

Speaker: Ir Albert Lai

Ir Albert Lai is the current Chairman of The Professional Commons and the founding Chairman of Hong Kong People’s Council for Sustainable Development. In his capacity of the Vice-chairman of the Civic Party, Ir Lai is the convenor of the Party’s Green New Deal Taskforce which published in March 2009 a policy paper, “An Action Agenda for Hong Kong’s Green New Deal”.

要學好通識，學生應該往哪個方向操練？是文件中那十五 項學習評估目標？是熟讀那六大單元？ 背誦內容、強記細節？「媒體素養」有助增強通識科的「可操作性」，精簡地涵蓋個人在處理各類當代議題時需要具備的能力（取用資訊、理解信息、表達意念）- – 這至少能在配合考評準則的前提下，提供一些能幫助學生扼要地掌握自己在學什麽、操練什麽的實用指引。
What students need to do if they want to learn better in Liberal Studies? Memorizing the assessment criteria noted in the Curriculum and Assessment Guide? Remembering the suggested units noted in the Guide? Spell out the details of any contents they have read?

Media Literacy enriches Liberal Studies, making it more feasible and coherent. It concisely addresses the competencies required in handling contemporary issues in an information age (access information, understand information and create information). Knowledge about media literacy helps provide students with some practical directions based on the official assessment criteria noted by the Curriculum Guide, indicating what they should learn in Liberal Studies.

(二)     2009年起，司法改革大倒退

1.    左派人 物上台主掌司法大權

2.    否定司 法獨立、法官職業化

3.    要求審 判工作要有「人物感情」、「走群眾路線」

4.    恢復馬 錫五審判模式

5.    在河 南、陝西等省試點進行馬錫五審判模式

6.    提出 「三個至上」工作指導原則：黨的利益至上、人民利益至上、憲法法律利益至上

(三)     港人可能面對馬錫五審判模式 (沒有律師、檢 察官參與，程序簡單，當場判決)

Looking at Academic Freedom through the HKIEd Incident

1.4 聚焦小組討論會 -「間接地稅」經濟分析

Focus Group – “Quasi-Land Tax" Economic Analysis

作 為推動與市民共享專業知識、提昇政 府管治質素的獨立智庫，公共專業聯盟 將舉辦一個聚焦小組討論會，主題圍繞香港的土地政策與經濟的關係，名為「間接地稅」經濟分析。討論會由本智庫「土地及多元經濟小組」的財經政策專家主持， 將與大家探討香港人正負擔沉重「間接地稅」的問題及可行對策。

The Professional Commons is going to organize a focus group on HK land policy and economy, titled “Quasi-Land Tax" Economic Analysis. The focus group will be hosted by an expert on Financial Policy, who is also the Convenor of ‘Land Policy and Economic Diversity’ Taskforce of The Professional Commons, to explore the problems and burden induced by “Quasi-Land Tax" and discuss the possible responding strategies.

Sacking Good Teachers, Bad for Hong Kong : The Demonstration against termination of teaching staff contracts (Program in Cantonese)

香港城市大學師生於四月廿四日在城大校內集會抗議校方無理裁減教學人員，立法會議員李卓人及張文光均有到場聲援。

The Senior Management of the City University of Hong Kong is sacking over 100 staff. Across the board, Instructors, Lecturers and Assistant Professors whose contracts are due to expire have been given no contract renewal, or a six-month terminal contract, regardless of the level of performance. CityU Staff Association believe the sacking of dedicated and competent colleagues, many of whom have been on contract for years, will ultimately lead to an inevitable decline in the quality of education provided to the next generation. 教 院兩主角書面「聲討」羅太大學教育 關注組本周六將聯同城市大學教職員協會、新力量網絡、公共專業聯盟及公民黨合辦「沒有平反的『平反』—從教院事件看學術自由」論壇， 從法律觀 點界定何謂學術自由。關注組發言人蔡寶瓊表示，出席論壇的包括公民黨立法會議員余若薇、教院風波主角之一的教院前講師葉建源等。公民黨總策劃幹事歐陽志飛 表示，已邀請涉案官員出席，但教育局長孫明揚已表示未能出席，前教育統籌局長李國章暫未回覆，羅太則未聯絡得上。

唐少之後更說了一個故事：某個靠航空業叫糊的城市，政府訂下了一個明確的時間表，2017年開始機師發牌由市民集體決定，2020年就全面開放天空。有一 群有心人就組織了一間叫CP（公民黨英文縮寫）的航空公司；這公司以一個插袋巾的公文袋作為標誌，以一名曾投考機師的重量級人馬當副主席，又招攬紅花會 總舵主（公民黨秘書長陳家洛），以及人稱「西九公主」的疑似港姐（公民黨議員陳淑莊）加盟；又成立了稱為「專業普通人」，即由公民黨副主席黎廣德搞的公共 專業聯盟的相關連公司，負責提供飛機餐和地勤工作。

簡而言之， 「吹哨者」是指在工作崗位上看到違法、 違規或危害公益的行為，而向僱主、監管當局、公眾或傳媒舉報的政府機關或企業僱員；舉報的範圍不僅包括貪污舞弊、危害環境及公共健康的行為，更包括企業和 政府機關濫權或嚴重違反公眾誠信的事項。

香港被質疑為避稅天 堂，很可能是因為其稅率偏低，而稅種亦較少。當然，也不排除是法國總統薩爾科齊繼西藏問題與中國領導人鬧得不愉快之後，另點火頭要中國面上難看。但既然外 界有此懷疑，香港作為國際城市，也好應該認真而正面地回應一下，若真有漏洞便應盡快糾正，若自問制度已很完善的話，則可化被動為主動，藉解畫的機會好好宣 傳香港於稅制及營商環境上的優勢，說不定可吸引更多外資來港。

高昂的土地物業價格會影響香港的競爭力，而「勾地表」政策就是要為以往買了貴地的人士繼續托價，政府繼續藉此抽中產人士「間接地稅」的政策。「勾地表」政 策的長期存在顯示香港政府的施政，已到了沒有制衡，向既得利益肆意傾斜的地步，置香港的長遠利益於不顧。
